The Navarrete Drinking Water Treatment Plant (DWTP) was officially inaugurated by the President of the Republic, Mr Luis Abinader, in a ceremony that brought together regional authorities, municipal representatives, technical managers and members of the community. Among those present were the President of the Republic, Mr Luis Abidaner, the Governor of the province of Santiago, Mrs Rosa Santos, the Minister of public works, Mr Eduardo Estrella, the Executive director of INAPA (National Institute of Drinking Water and Sewage), Mr Wellington Arnau and other mayors of the area.
The infrastructure, executed by Incatema, will come into operation to supply more than 7,000 people in the municipalities of the province of Santiago, thus reinforcing the water security of the entire area and guaranteeing a stable and quality supply.
A modern, efficient and future-proof plant
The new facility is part of an overall project to improve and expand the drinking water supply system that serves seven communities in the area. The project included the modernisation of the Sabana-Navarrete aqueduct, which has been in operation since 1987, with the objective of upgrading its capacity and efficiency. This is a project carried out by Incatema in alliance with the company J. Fortuna, under the coordination of the Instituto Nacional de Aguas Potables y Alcantarillados (INAPA), which is promoting the initiative with an investment of more than 9 million euros.
The new DWTP, with a production capacity of 350 litres per second, incorporates advanced potabilisation processes, including coagulation-flocculation, lamellar settling, sand filtration and final disinfection, thus ensuring a drinking water supply with high quality standards. The facility is designed to accommodate population growth and seasonal variations in demand.
During the inaugural tour, Mr Fernando Díaz, director of Incatema’s infrastructure area, highlighted the technical importance of the project, pointing out that “this plant represents a qualitative leap for the supply of the area. It not only improves water quality, but also completely modernises the system, incorporating technologies that allow for more efficient and sustainable operation. Its design also ensures robust operation even when raw water quality varies.”
A project aligned with Incatema’s strategy
The inauguration of the Navarrete DWTP adds to the projects that Incatema is promoting in the water sector, a sector in which the company has a solid international track record. The plant reflects the company’s commitment to integrated solutions that combine advanced engineering, sustainability and operational efficiency.
Mr Fernando Díaz wanted to emphasise the joint work that has made it possible to reach this point: “The success of this project is the result of collaboration between the administrations, the technicians and the local community. The ETAP is an example of how cooperation and shared vision can transform an essential service for thousands of people.”

With the entry into operation of the new DWTP, the inhabitants of Navarrete, Villa Bisonó, Mejía, Candelones, Villa Tabacalera, Pontón and Cruce de Barrero now enjoy a more secure, stable and sustainable supply system. The infrastructure will improve service continuity, optimise water resources and guarantee a drinking water supply of the highest quality standards.
The inauguration marks a milestone for the region and reinforces Incatema’s commitment to the development of essential infrastructure that contributes to the social well-being and progress of communities.
