Incatema continues to consolidate its presence in sub-Saharan Africa through strategic consulting for the assessment, planning and design of the rehabilitation and modernisation of key public infrastructures in the agricultural, veterinary and research sectors in Angola. This ambitious modernisation plan is part of the MOSAP 3 (Angola Smallholder Agriculture Transformation Project), financed by the World Bank and implemented by the Institute for Agrarian Development (IDA) under the aegis of the Angolan Ministry of Agriculture and Forestry (MINAGRIF).
Comprehensive diagnosis for a real transformation
The work, which has been successfully carried out since last September, covers a national scale and includes a complex set of facilities belonging to key institutions such as IDA, ISV, IIA, IIV and SENSE. Incatema’s team of experts is conducting a comprehensive technical, functional and socio-environmental assessment that goes beyond a simple structural inspection.
The scope of work includes a comprehensive technical, functional and socio-environmental assessment of the existing infrastructure, based on systematic field inspections, physical surveys and technical diagnostics. These analyses are addressing aspects such as the structural integrity of the buildings, the state of conservation, the water, sanitation and electricity systems, accessibility, safety and the operational suitability of the facilities for their current and future functions.
Technical innovation and environmental rigor
Based on the field diagnostics, Incatema will develop rehabilitation and modernisation proposals adapted to local conditions, including engineering solutions, technical specifications, preliminary cost estimates and prioritisation of interventions through multi-criteria matrices. The consultancy will also include the preparation of technical documentation to support future bidding processes, such as terms of reference and technical specifications for the works and its supervision.
Environmental Sustainability
In parallel to the technical component, Incatema is developing the required environmental and social instruments, in compliance with the World Bank’s Environmental and Social Framework and the Angolan national legislation. This work is ensuring that the proposed interventions are environmentally sustainable, socially inclusive and operationally feasible by integrating mitigation and monitoring measures into the project’s technical documents.
Cutting-edge technology and decision making
As part of the added value that Incatema brings to its consultancies, a fully geo-referenced infrastructure database is being developed using open source software (QGIS). This tool will enable Angolan authorities to monitor in real time and make strategic data-driven decisions throughout the infrastructure lifecycle, thus optimising project investment and impact.
