Incatema has signed a contract with the Angolan Ministry of Agriculture and Forestry to develop and implement an Integrated System for Traceability and Certification of Animal Products (SIRC-POA). The intervention will be carried out under the Smallholder Agricultural Transformation Project (MOSAP 3).
The central objective of SIRC-POA is to transform the Angolan livestock sector by guaranteeing food security at the national level and opening, in the long term, the doors to export to highly demanding markets. These markets include the European Union, the United States and the Southern African Development Community (SADC).
Two-phase strategy for meat certification
The project is structured in two distinct phases that guarantee the robustness and adaptation of the system:
A first phase of analysis and design, consisting of a detailed study to analyse and determine the most appropriate system for the traceability and certification of meat from cattle, goats, sheep, pigs and poultry. This system must be fully compatible and operate in synchrony with the Angolan national animal identification system (RNIA) that is about to be implemented, as well as with other necessary national databases.
And a second phase of implementation and training, in which the SIRC-POA system will be created, installed and tested, working in collaboration with government and private stakeholders. This phase includes the training and guidance necessary for beneficiaries to manage the system effectively and efficiently.
The main beneficiary of this intervention will be the Institute of Veterinary Services of Angola (ISV), the entity that will host the main SIRC-POA server.
According to Mrs Adelaida Pérez Milán, Incatema’s Consulting director, “the implementation of the system will not only guarantee product traceability, but will also provide the certification procedure required for more efficient and secure access to the formal market”.
